IRS Chief Counsel Memo on International Grantmaking (February
14, 2005)
On January 26, 2005, the Office of the Chief Counsel of the IRS
released a memorandum describing important standards for US organizations
who make international grants. That memorandum
may be found here.
In addition to this IRS clarification, any organization making
international grants, should read the Treasury
Department Voluntary Guidelines on International Grantmaking.
The Council on Foundations (COF) has been working with a range of
organizations to try to persuade the Treasury Department to reconsider
these guidelines. COF
